Unenforceable. The permitting and regulation of short-term rentals in Nashville, which started out as a “nightmare,” in one Metro government administrator’s words, continue to pose problems. That is leading to proposals for more untested and potentially unenforceable legislative tweaking at the Metro Council. The original ordinance passed in 2015, and parts have been thrown out or are being challenged in court. Meanwhile, bad actors flout established rules with impunity, using listing sites such as Airbnb or VRBO to advertise units that violate capacity rules and possibly without a permit to do so….
